Andrew S. Rosenson,  MD

CEO

Dr. Andrew S. Rosenson is a healthcare entrepreneur and founder of Maxwell Telecare, provider of turnkey, point-of-care services to patients through their primary care and specialty care providers. Services include MAXUltrasound, Remote Patient Monitoring, MAXTeleradiology, and soon Behavioral Health services. He is a national expert in utilization management and outcomes analysis with special expertise in clinical operations and cost management. Dr. Rosenson is the Chief Medical Officer for a national healthcare consulting firm specializing in strategic cost reduction and revenue stream innovation. In the clinical realm, he is also a pioneer and leading expert in diagnostic imaging of the coronary arteries.  He designed the national Maxwell Telecare Coronavirus Initiative overseeing testing, diagnosis and monitoring members at risk for Covid-19. Dr. Rosenson has published numerous articles, lectured at national conferences, and has appeared nationally on The Oprah Winfrey show, as well as other television and radio appearances.

Originally board certified as a primary care physician by the American Board of Pediatrics, Dr. Rosenson is a Fellow of the American Academy of Pediatrics and is board certified by the American Board of Nuclear Medicine, the American Board of Radiology, and the Certification Board of the Society of Cardiovascular Computed Tomography. He has held faculty appointments in Preventive Medicine at the Northwestern University Medical School and in the Department of Medicine at University of Chicago Medical School.

Representative Engagements and Expertise:

  • Expert at outcomes analysis of clinical data. Dr. Rosenson has streamlined the clinical operations of health plans and health systems using clinical outcomes data to concomitantly achieve dramatic financial savings while improving quality and effectiveness.
  • Developed the first national Quality Assurance and accreditation program for ultrasound imaging.
  • Consulted by the Clinton administration for its Health Care Initiative.
  • Dr. Rosenson was the senior medical director at AIM Specialty Management Company, one of the largest utilization management companies in the country. His responsibilities included oversight of utilization management programs and serving as liaison between provider and payer organizations, as well as physician network development.
  • Dr. Rosenson founded and presided over a radiology group that grew from a two-person radiology practice to a national group and network of over 75 radiologists, providing radiology services to hospitals, imaging centers and to a 250 physician primary care and multispecialty network.
  • Publications include articles on the economics of health care.

Julie Hall-Barrow

Julie Hall-Barrow,  EdD

President

Julie Hall-Barrow serves as the President of Maxwell Telecare, spearheading the organization’s development and implementation of innovative care delivery models.  She oversees the strategic National growth of the Network; a collaborative network of health providers, including community physicians as well as other like-minded providers, who work together to keep independent providers independent.

Since joining Maxwell Telecare in March of 2021, Julie has recruited strategic leaders to provide expertise in management and acquisitions, operations, technology, and launched services in Texas and Minnesota. She is a well-known expert in the field of telemedicine, remote patient monitoring and digital products aimed at improving access and health outcomes. Her leadership in facilitating collaboration between national technology and health care organizations has earned her accolades from industry publications, including recognition among the Most Powerful Women in Health Care IT by Health Data Management and the Achievement in Innovation in D CEO’s Excellence in Healthcare Awards.

Prior to joining Maxwell Telecare, Julie held leadership positions focused on healthcare transformation, overseeing the largest school telemedicine programs in the country, launching behavioral health initiatives, and overseeing the building of new healthcare facilities in North and South Texas. She continues to advance the telemedicine field through research and education as an active member and Fellow of the American Telemedicine Association.

Julie holds a Doctor of Education (EdD) in higher education administration from the University of Arkansas at Little Rock and a Master of Science in Kinesiology from the University of North Texas.

Chad Fragle

Chad Fragle, MHA

Business Development Advisor

Chad is a healthcare executive with broad development, operations, and administrative experience and a record of accelerating growth, enhancing operational efficiency, and expanding network relationships. He brings experience across health system, physician practice, and consulting roles, building trusted relationships with diverse groups of stakeholders, including doctors, administrators, and vendors.

In progressive roles with Children’s Health System of Texas, including Vice President, Network Development and Operations, Chad enabled the system’s strategic shift to networked provider structure, exceeding expectations by building relationships with 120 primary care practices. He also developed a co-branded network of urgent care locations and completed an opportunistic acquisition of three pediatric primary care practices. During his tenure with Children’s, he also developed a Management Service Organization for a clinically integrated network, reducing costs while creating an additional revenue stream.

Previously, as Administrator at Rheumatology Associates, Chad led business operations, including revenue cycle management, human resources, budgeting, forecasting, strategic planning, and internal quality assurance, managing a staff of 90+ employees and seven departments encompassing clinical staff, laboratory, radiology, accounting, front office, billing and medical records, and clinical research. He also conducted all managed-care negotiations and was instrumental in value enhancing acquisitions and divestitures.

Chad has also served in consulting capacities with CBIZ-Medical Management Professionals and Martin, Fletcher & Associates.

Chad holds a Master of Science in Healthcare Administration from Trinity University and a Bachelor of Arts in Government from the University of Texas.
